US Naturalization English & Civic Test Waiver (N-648 Exemption)

What is N-648 Disability Waiver?

The N-648 disability exemption is a form that allows naturalization applicants with a disability to request an exception to the English and civics requirements.  N-648 & N-610 waiver forms are processed by experienced physician at USCIS Clinic such as Dr. Neema Malhotra M.D. for the Green Card holders who are becoming citizens but are unable to read, write or speak English and pass the civic test due to disability or illness.

Who can request an N-648 disability exemption?
  • Applicants who have a physical, developmental, or mental impairment that prevents them from learning English or civics 
  • Applicants whose disability is expected to last at least 12 months 
What's required to request an N-648 disability exemption?
  • Submitting Form N-648 as an attachment to the Form N-400, Application for Naturalization 
  • Having an USCIS experienced medical professional to complete your Form N-648.

Civics Questions for the 65/20 Exemption

The Immigration and Nationality Act provides for special consideration of the civics test for applicants who, at the time
of filing their Form N-400, Application for Naturalization, are over 65 years old and have been a permanent resident for at
least 20 years. These applicants qualify to take the civics test in the language of their choice. They are also given special
consideration as they are only required to study 20 of the 100 civics test questions for the naturalization test.
